just a guess but I think it's something to do with the "Aboriginal Heritage Act" possibly section 75.

c. Pastoral lease conditions
The Working Group recommends that terms and conditions regarding Aboriginal access to pastoral leases, as provided for under s104 of the Land Administration Act 1997, be included in all pastoral leases in Western Australia recognising the requirements of the local Aboriginal people (with a traditional and/or historical association to the lease area) and the registered proprietor of the pastoral lease.
Such pastoral lease conditions are likely to relate to two broad categories:
1. Leases that are already subject to an access agreement, under which such an agreement is structured so as to be assignable on the transfer of the subject lease to a new leaseholder;
2. Leases that are not subject to an existing access agreement, in which case the lease conditions should specify that the lease is subject to the proposed access provision in s104 and related regulations to the Land Administration Act 1997. Such conditions should also specify that under the Aboriginal Heritage Act 1972, the onus is on the leaseholder or representative to liaise and consult with those Aboriginal people with a traditional and/or historical association, in relation to registered or possible sites and objects of traditional significance.

So it could be Aboriginal Heritage Act - but it does not have a Section 75?? If that is what 75 refers to.
There is also an Animal Health Act - Sect 75 refers to inspectors producing identification?.

Flouro, if the Tengraph abbreviations are correct, it could mean a few things
