I see they have been withdrawn for the time being however EPM's in Qld. are different to WA.
In Qld. an EP is granted for a specific length of time, up to 5yrs.

Each year after the first, 1/2 of the EP is forfeited which goes on until the EP is gone or a ML on a section of the EP is established.

This overcomes the problem of "realestaters" tying up vast tracts of land for years.
Of course the application can also take years to process using the "twiggy" procedure.
