pending tenements Empty pending tenements

Hi All,
I'm trying to understand pending tenements.....on tengraph you can see many pending tenements...large areas of blue...but surly you can't just rock up to any point on a pending tenement and start swinging...you could be in someones back garden...how do you identify non privately owed areas on a pending tenement's that can be detected on....

to put it simply, yep rock up on the blue and away you go mate. unless it is crosshatched then that means it's a live lease already. all private land is generally not shaded the blue or green.

for instance [You must be registered and logged in to see this link.] in Tengraph is showing a Blue hatched area in the middle of Kalgoorlie....with streets etc, it can't mean you can turn up and start detecting...can it?....or am I missing something.

if you look around that area there should be a red line like border you are not supposed to prospect within those limits
